We are not a generalist infrastructure developer seeking volume. We are a specialist team that accepts mandates selectively — because every mandate we pursue, we intend to deliver to the standards of the most demanding sovereign and institutional counterparties in the world. That discipline begins at the origination stage and does not end until the concession period is complete.

Primary Mandate

DBFOT Strategic Infrastructure Development

We design, build, finance, operate, and transfer large-scale strategic energy infrastructure under PPP concession frameworks — working directly with government ministries, port authorities, and national energy agencies as the sovereign sponsoring entities.

Our specific focus is large-scale energy storage — covering crude oil, LPG, LNG, and refined petroleum products — across rock cavern, pressurised, cryogenic, and above-ground storage technologies, alongside associated surface infrastructure, marine logistics linkages, and long-term operational management. These are 25–50 year assets with sovereign revenue anchors, concessional debt eligibility, and national security importance that places them beyond the normal competitive set. Once a concession is awarded, the geographic position is locked for the full concession term — making first-mover positioning in this category permanently consequential.

We combine the technical depth to deliver at scale, the government relationships to navigate complex PPP concession processes, and the DFI capital access to structure multi-source financings that no single-track developer can replicate. Every mandate begins and ends with one team — ours.

Downstream Asset Acquisition & Transformation

We evaluate, structure, and lead the acquisition of complex operating energy assets — integrated refineries, petrochemical facilities, and downstream processing infrastructure — where transitional ownership, regulatory complexity, operational underperformance, or strategic misalignment has created a structural valuation gap that is demonstrably closable through a defined operational intervention.

Our approach is thesis-driven, not opportunistic. We identify assets where a specific operational intervention — feedstock diversification, product slate repositioning, downstream integration, management transformation, or regulatory rationalisation — can create a materially superior asset within a defined timeline. We do not pursue acquisition without a fully costed, technically validated transformation plan developed before any binding commitment is made.

We bring the acquisition structuring capability, the post-acquisition operational depth, and the sovereign and institutional capital relationships to fund both the acquisition and the transformation — in a single, continuous mandate executed by one team.

Tertiary Mandate

Bilateral Energy Infrastructure Advisory

We advise governments, national oil companies, and institutional investors seeking to develop, partner on, or invest in critical energy infrastructure in high-growth markets — where our specific capability in storage development, PPP framework structuring, DFI capital access, and bilateral sovereign partnership design delivers advisory value that cannot be replicated by generalist consultants.

This mandate is distinct from standard advisory in one critical respect: we advise on matters we have executed, not studied. Our government interface capability, our DFI lender relationships, our concession structuring knowledge, and our technical diligence frameworks are all products of direct execution experience. When we advise a government on a concession framework, we have structured concessions. When we advise an infrastructure fund on DFI capital access, we have navigated those institutions from the developer side.

We accept advisory mandates selectively — only where our direct execution experience is the specific, material differentiator. We do not compete for mandates that a competent generalist firm could execute equally well.
